The article presents a simulation model, identifies the main factors affecting projects for the development of oil fields in the Arctic region of the Russian Federation and the necessary conditions for making decisions on the management of such projects: taking into account the risks of oil spills and ensuring uninterrupted year-round air traffic in the areas of work.
