The peculiarities of command and control of special units of the Ministry of Internal Affairs of Russia in special circumstances

The article deals with the concept of forces and resources in the context of their application in emergency and disaster situations. The author proposes a classification of forces and resources according to the territory and command and control levels. The operational procedure of actions for participating task forces and their official commanders has been developed.
