In modern Russian conditions, the problems of reducing the size of the able-bodied population, the deprofessionalization of a part of the working population, a decrease in labor motivation, and a professional and qualification imbalance in the labor market are still significant. All this creates obstacles to the rational management of labor resources. The solution to this complex of problems can be the introduction of modern approaches into the management process using software tools, the priority of which is the use of methods of stimulation, information, persuasion.
