For the decades of the existence of the Russian Federation and the implementation of its international obligations to improve the national legal system in the field of legal regulation of gender equality, domestic legislation lacks a legal definition of gender equality (equality of the genders), there is no single formal and doctrinal approach regarding the concept of gender equality and egalitarianism. De jure, the state secured the legal foundations of an emerging model of legal equality of the genders in public service, including the basis of the modern personnel policy of the Ministry of Internal Affairs of Russia, as part of the state personnel policy. The current personnel policy of the Ministry of Internal Affairs of Russia is aimed at enhancing prestige and ensuring the quality of human resources for the activities of internal affairs bodies, guided by the basic principle of professional service selection and further service in a police department, eliminating quotas and discrimination, including gender discrimination. In the context of an updated legal policy of the state, a personnel policy is actively developing, its central link is also the formation of organizational and legal foundations of female persons’ service in internal affairs bodies, the number women in service is increasing from year to year.
