The introduction of the Zemstvo self-government assumed specification of the differentiation of the legal and economic functions at multiple levels of government and non-government organizations. However, the unclear definition of the scope of activities and competence led to conflicts between provincial and local authorities, and between them and the city authorities. The conflict occurred in almost all areas: from elections to the solution of economic and social Affairs. According to the results of the survey indicated that the City and County reform of the beginning of the 1890-ies have demonstrated the high interest of the authorities to the bodies of local public administration in the direction of tightening government control and restrictions legislative freedoms. You can say that changes after the reform of 1892 in urban management went on two main lines: increasing property qualification, which led to the reduction of the electorate; strengthening of control over public self-government bodies and institutions.
