Features of protection of rights of citizens and organizations in the sphere of public administration: the case of the Ministry of Urban Development Policy of the Kaliningrad Region

The article provides a comprehensive analysis of the mechanisms for protecting the rights of citizens and organizations in public administration in the Russian Federation, focusing on the activities of the Ministry of Urban Development Policy of the Kaliningrad Region. It examines the legal framework for urban planning, including federal and regional legislation, as well as practical tools for interaction with citizens and businesses. Special attention is paid to public control procedures, public hearings, pre-trial and judicial appeal of government decisions. The article includes specific case studies from the Ministry’s practice, analyzes problematic aspects, and suggests ways to improve the rights protection system.
