Special economic zones as an element of state innovation policy

The relevance of research topic is caused by the fact that in Russia more and more various instruments of innovative development, one of which is allocation of special economic zones, are used now. The main purpose of the SEZ of technical and implementation type is the qualitative economic development of the Russian regions and the country due to ensuring the necessary conditions and creation of stable competitive advantages to subjects of innovative business, entities interested in scientific, educational, innovative and technological spheres. The interest of the authors is caused by the fact that this tool combines the methods of direct and indirect state regulation and allows more flexible implementation of the main directions of state innovation policy. The article defines the characteristics of the SEZ of the technical and implementation type of Russia, as well as analyzes the tasks that are designed to solve these development institutions. The authors describe in detail the various preferences in the field of tax legislation, customs regulation, insurance contributions to the state budget funds and other advantages that can be used by the participants of the SEZ of the technical and implementation type. As a result of the conducted research conclusions are drawn on efficiency of the chosen tool’s use of state stimulation of innovative activity for improvement of national innovative policy’s results.
