Special legal regimes in the interpretation of regional governments of Eastern Siberia during the COVID-19 coronavirus pandemic

Introduction: the article considers the features of the implementation of special legal regimes during the COVID-19 coronavirus pandemic by the regional governments of the Trans-Baikal Territory, Buryatia and the Irkutsk Region. The regional peculiarities of the application of restrictive measures provided for by special legal regimes of high readiness for territorial subsystems of the RSF are analyzed. Materials and methods: the methodology of scientific work was determined by its purpose and objectives, it is based on the methods of dialectical materialism and analysis, the principles of scientific character and development, which provided a comprehensive nature of the research. The results of the study: the dependence of the dynamics of the spread and extent of the COVID-19 coronavirus infection in the population of Eastern Siberia in 2020 on the effectiveness of the application of special legal regimes was revealed. Findings and conclusions: in the period under review, in accordance with the decisions of the heads of the subjects, high-readiness operating modes were introduced for the territorial subsystems of the RSChS, in accordance with the decisions of the heads of the subjects. These decisions were issued in the form of subordinate regulatory legal acts that are mandatory for execution. Among the restrictive measures, mandatory 14-day quarantine measures were applied in specially equipped institutions for persons arriving from countries with a complex epidemic situation. The activities of a number of enterprises and industries were almost completely discontinued. Sports competitions, mass events, meetings and rallies were restricted. A self-isolation regime was introduced for citizens of a certain age group. In public places, conditions were provided for observing social distancing. Educational organizations were transferred to distance learning. The consistent implementation of the above measures and monitoring of their implementation made it possible to minimize the consequences of the spread of infection and reduce the number of infected citizens relative to the national average by 0.41-0.47 %.
