Developing the natural resource potential of the Leningrad region the turn of the 1920s and the 1930s: facts and their theoretical interpretation

In the present article the experience of developing the natural resource potential of the region of Leningrad at the turn of the 1920s and the 1930s is considered. The empirical data are used to verify some theoretical theses that concern regional development management in a centrally planned economy. In conclusion on the basis of the examined experience the author proposes some recommendations for the contemporary Russia.
