From the local councils in the early 1990s before the early 2020s municipalities: main trends in development of local self-government

The main trends in the development of the institution of local self-government in Russia in the late Soviet and post-Soviet periods are presented. It is concluded that the initial version of the Russian Constitution of 1993 included inflated powers of municipalities. adopted in 2020 constitutional amendments bring the situation closer to reality.
