Selecting organizational and pedagogical forms and methods of training in the system of supplementary professional education on a diagnostic basis

The research problem and the rationale for its relevance. The article examines the problem of selecting forms and methods for training teaching staff within supplementary professional education institutions, considering current trends in educational development. The system of advanced training is adapting its work to ensure quality and address contemporary challenges, including staff shortages, the outflow of young people from the profession, the expanding scope of tasks in the education sector, and the need for employees to continuously improve their competencies and master new tools, including digital ones. This adaptation aims to create conditions that allow for addressing existing gaps in a short training period and preparing course participants to solve new tasks. Attention is also drawn to the necessity of considering the specific features and risks associated with organizing training where digital means of interaction with learners predominate, and the forms of organizing the educational process are shifting from in-person to remote. The goal of research is to identify effective forms and methods of working with learners within the activities of supplementary professional education organizations. The research objectives include both analyzing literature on the topic and synthesizing regional experience. Methodology (Materials and Methods). The theoretical foundations for selecting forms and methods of training are: the communicative approach, which ensures effective communication among participants in the educational process; the reflexive approach, which creates conditions for conscious mastery of the program, self-assessment of one's own activity during training, readiness to apply the acquired knowledge from advanced training courses in practice, and evaluation of the supplementary education institution's effectiveness in implementing the advanced training program from the learner's perspective. An important requirement in choosing forms and methods is that the content offered during the courses is not only mastered by the learners but is also subsequently applied in their professional practice. Research Methods. Study and analysis of sources and educational practices; questionnaires; observation; interviews aimed at identifying effective forms and methods for organizing training. Results. Scientific novelty lies in defining approaches to organizing the educational activities of supplementary professional education institutions in the context of continuous changes and the digital transformation of all spheres of society. Theoretical significance consists in establishing the foundations for selecting forms and methods of implementing supplementary professional education programs. Practical value lies in presenting the experience of the “Tyumen Regional State Institute for Regional Education Development” (TOGIRRO) and providing recommendations that can be used by educational institutions involved in advanced training.
