Some aspects of applying the martial law in the years of Civil War and military intervention from abroad

The author explored in the paper some aspects of the story of emergence measures of the martial law and state of siege applied for the situation of drastic changes in the policy of a new power. Individual issues on re-arranging operation of law-enforcement’ agencies in wartime have been also considered.
