Domestic and foreign experience in arctic oil resources development: theory and practice

In this article the author reviewed the development of the energy potential of the Arctic region and its importance for the Russian economy. The theoretical and practical aspects of the development of Arctic oil fields are considering in the process of analysis. It is highlighted the main historical oil fields in the Arctic area, Russian oil customers and chronology of region change. The analysis of the main export items of the USSR and the transition to oil as an important product for production and sale to foreign partners is carried out. Statistical information of oil production capacity and oil export by the leading countries in the industry (USA, Russia, Saudi Arabia), as well as other countries involved in the extraction of energy resources, including OPEC, are provided. It is concluded about expediency of Arctic area development considering the world geopolitical directions. Research results can be applied in different scopes of state activity, starting from energetic (it is necessary to create your own high-technical equipment to production and export at a high level and ending with the budgetary scope. The influence of oil and gas sector on Russian economic is significant, because the main income part of the budget consist of oil and gas energy, in comparison with other countries, considering in the article.
