Refusal to initiate a criminal case by the inquiry authority on the basis of the verification of the crime report to the investigator (in the context of their interaction)

The author substantiates the possibility of making a decision on refusal to initiate a criminal case by the body of inquiry of the internal affairs bodies based on the result of checking the message about the crime under investigation by the investigator of the internal affairs bodies. Thus the author considered the concept of "interaction" from a general theoretical bases and took into account the criminal procedural legislation and a number of organizational factors. The author proposes to attribute this type of activity to the procedural forms of interaction between the investigator and the body of inquiry. Separate recommendations for law enforcement officers on the use of some forms of interaction between the investigator and the body of inquiry at the stage of initiating a criminal case are indicated.
