Wellness tourism in the human capital system

The health of the nation occupies an important place in the theory of human capital, it is also the leading qualitative indicator of the country's labor resources. The difficult situation of the Russian economy in recent years certainly affected the health of the nation, namely caused growing morbidity rate level in the population. One of the components of the health protection system is sanatorium treatment and health improvement. The development of the sanatorium and resort area allows increasing the employment of the population, stimulates the so-called "health tourism" and related species, in particular, medical tourism. The article systematizes the positive contribution of the sanatorium and resort sector both to the health of the nation and to the state economy. A survey of Russian and foreign sources on the research topic has revealed differences in terminological approaches and description of sanatorium-resort treatment, which makes comparative analysis difficult. The authors present results of the studying analytical reports of the international level concerning the competitiveness of travel and tourism industry in countries of the world by various indicators. The article presents a set of factors that determine, in the opinion of the authors, the development of health tourism in Russia. The types of services provided by the sanatorium and resort organizations of the Republic of Tatarstan are systematized, comparative characteristics of regional sanatoriums and dispensaries for the medical profile and natural curative factors are given. The authors has developed a system of criteria for the ranking of sanatorium and resort organizations. The questionnaire survey allowed the authors to form a rating in the sanatorium and resort sector of the region. The article proposes a set of measures that will give an development impetus to the sphere of health tourism in the country.
