The purpose of the article is to define the institutional framework for the concept of regulating gender inequality in the development of the digital economy. The choice of research approaches is quite wide; however, the factors of gender inequality are the least represented in the system of development factors. The institutional contours of this concept are outlined by the framework of the transformational processes of the real and financial markets. This is manifested in the formation of such development institutions as: The Institute of Technological Entrepreneurship, the Institute of Gender Space on the Internet, the Institute of Gender Studies, etc. Using factor analysis, the authors assess the gender characteristics of the development of the pharmaceutical industry as an example of the development of a high-tech industry participating in the formation of the country's technological sovereignty. Ten factors influencing the formation of both direct and indirect digitalization traps are proposed. Among them are factors of employee labor behavior, the degree of mobility of industry workers, the correlation dependence of the employee's wage level on work experience and length of service, the phenomenon of the "glass ceiling", etc. These issues find practical application in economic theory, the theory of finance, the theory of entrepreneurship, in the implementation of management decisions in the development of the digital economy Russian Federation.
