The article describes the factors and conditions of the impact of the effective functioning of the paid services sector on the country's economy and its socio-economic development.

In all highly developed countries, the service industry is one of the fastest growing sectors of the economy. The dynamic growth of this sector is due to the fact that revenues from the service sector in the country lead to an increase in GDP, which accordingly has a positive effect on the economy of any country.
The service sector stimulates scientific and technical progress, leads to the emergence of additional jobs, stimulates the emergence of new needs, etc. Besides, the service sector instills entrepreneurial skills in the population and forms the middle class with its standards of quality of life, psychology and ideology.
Modern society is becoming "a society of service" in a certain way. Almost every company can not carry out its activities without service. Thus, due to the high demand for service, many countries focus their economies on the development of this sector.
The flourishing of the services sector in the developed countries of the world is explained not only by a change in the dynamics of incomes of the population, but also by a change in the consumer psychology of society. Services are considered by society as a means designed to realize the natural human right to live with comfort.
Under the paid services refers to the useful results of activities that satisfy certain needs for a fee, but they are not embodied in the material form. The structure of the volume of paid services rendered to the population is dominated by communal, telecommunication, household and transport services. They account for 72% of their total volume (see Table 1).

According to Rosstat’s operational data, in January-June 2018, paid services in the amount of 46.3 billion rubles were rendered to the population.
It can also be noted that the development of the service sector, the ability to ensure normal living conditions of the population largely depends on the availability of paid services. The basic principles of accessibility are equality, convenience and the possibility of receiving services by various social strata of the population. There are the following factors of accessibility of paid services: age and sex, psychological (for persons with disabilities and for ordinary consumers), infrastructure, cost, transport and information [1].
Problems arising from ensuring the availability of paid services to the population can be solved within targeted programs at various levels, among them the state program of the Russian Federation “Development of the North Caucasus Federal District” for the period up to 2025, which includes 3 stages, it has already been completed, and has the following goals: creating conditions for the development of the real sector of the economy, improving the quality of life and the level of citizens' well-being, reducing unemployment, etc.
One of the directions of development of the service sector can be called the formation of the potential needs of customers, which has long been practiced in developed countries. This may be the creation and promotion of new and non-traditional types of products, the formation of new lifestyle standards related to housing, sports, leisure, recreation, etc.
In general, the growth of the service sector and its material base within individual industries largely depends on the sources of financing. In this regard, the most effective direction of their development could be the provision of various tax incentives in support of entrepreneurship. Legislative support should also be provided, that in the total volume of services provided in the country will allow to increase their growth and bring them closer to the level of services achieved in the USA and developed countries of Europe.
