Monuments of history and culture as the subject of the crime

In accordance with article 44 of the Constitution everyone has the right to participate in cultural life and use cultural institutions, access to cultural values. Concern for the preservation of historical and cultural heritage and respect for the monuments of history and culture - duty, enshrined in the same article of the Russian Constitution. In Russia, a huge number of monuments of history and culture, the protection of which should be one of the important directions in the activities of the state, because, according to experts, every third monument is in poor condition, and one in twelve in an emergency. Some experts claim that daily with our country disappear in three monuments. Currently in Russia there are about 100 thousand monuments, among them 42 thousand of monuments of Federal significance.
