The paradigm of state and municipal governance in Russia in the context of modern political processes

The article examines the vectors of the paradigm transformation of state and municipal governance in post-Soviet Russia in the context of political processes developing in it. Based on a systematic approach, the authors study the evolution of this paradigm in line with the global trends that replaced the Soviet command and administrative system, characterized by the change and simultaneously synthesis of the Neo-Weberian model; the New Public Management model; Good Governance model; Digital Era Governance model. Having noted the crisis of all these paradigm models in the conditions of modern political processes, the authors conclude that the current Russian paradigm of public administration in the conditions of political transformation is faced with the choice of further development vector. Among the options for this choice based on the analysis of scientific literature, the authors identify the following alternatives: the final design of the digital public administration paradigm and its evolution taking into account national specifics and the geopolitical situation; an attempt to use a synergetic paradigm; return to the command and administrative paradigm; creation of the Eurasian paradigm of public administration.
