Results of the research of the problem of inclusive education held in the Penza Region are presented in the article. A number of indicators of quantitative and qualitative estimation of education availability for children with limited opportunities are offered. Peculiarities of availability parameters as well as inter-institutional and regional character of indicators application in diagnostic and rehabilitation purposes are described.
