Parliamentarism and the role of "the ulozhennaya komissiya" (the statutory commission) in the development of parliamentarism in Russia

On the basis of consideration of various positions on the essence of parliamentarism the article reveals the role and importance of "the Ulozhennaya Komissiya" (the Statutory Commission) in the establishment and development of parliamentarism in Russia. In this case, "the Ulozhennaya Komissiya" (the Statutory Commission) can be considered as a "prototype" of the parliamentary institution in our country.
