Parliamentary diplomacy in ensuring Russia's national interests

Parliamentary diplomacy has been the subject of research by political scientists and experts in the field of international relations for several years. In this regard, research tools have been developed and tested in the context of evaluating the effectiveness of inter-parliamentary organizations, studying the technologies used by parliamentarians to regulate interstate conflicts, using soft power tools to stabilize the work of national parliamentary structures, etc. At the same time, the current dynamics of the construction of international relations and changes in the geopolitical and regional space make it advisable to update the understanding of the goals and objectives of parliamentary diplomacy in modern dynamically changing conditions, which is also extremely important for Russia in the context of the anti-Russian policy implemented by Western and European countries and the Russian isolationism supported in this regard in global political processes. Taking into account Russian national interests, the prospects of using the tools of parliamentary diplomacy are seen at least in the direction of ratification or denunciation of international agreements, organizing and conducting visits by representatives of foreign parliaments and heads of relevant structural divisions of foreign parliaments, holding parliamentary conferences with international participation, organizing the active work of deputies of the State Duma within the framework of international parliamentary organizations, and as a maximum - in promoting Russian civilizational influence and demonstrating Russian values in the international arena. In general, there are positive trends in the Russian side's approach to parliamentary diplomacy as a proven mechanism for coordinating interstate interests and reaching interstate agreements, taking into account a more targeted presentation of the official position on modern international issues and the exchange of views on the legislative activities of national parliaments. The experience of parliamentary diplomacy at the level of current Russian national issues determines the formulation of rhetoric within the framework of historical and political narratives and traditional ideologies and the strengthening of the sensitivity of parliamentarians to the changing global political agenda. However, today there are also problematic features of building inter-parliamentary ties, taking into account the risk factors of the pointlessness and unconstructivity of some inter-parliamentary contacts, trends towards the politicization of inter-parliamentary institutions, challenges and threats to cybersecurity, etc.
