The author of the article in the light of the phenomenon analysis - 'digital personality' and modern requirements for the results of higher education, has developed a diagnostic complex to determine the level formation of information competency within the individual. In his reasoning, the author starts by the fact that in the foreground of the formation and development of students' information competency such criteria as types of information, technologies and means of information activity should not be taken into consideration. Instead, personality qualities are necessary for having more effective life in the informational society. As a personal ability, information competency includes not only cognitive and pragmatic, but also motivational, axiological and reflexive components. The first conclusions of psychologists about the influence of information and communication technologies on the components of information competency within the individual allowed us to comprehend the leading concept in a new (digital) context. The information competency 'enriched' with responsibility of the individual, and, in particular, its motivational, axiological and reflexive components, enables to argue for the search of special approaches to modeling diagnostic tools in correlation with the socio-cultural characteristics of modern youth as representatives of new digital generations and an educational organization of higher education.
