Pedagogical model of forming the readiness of the territorial body of the Russian Federal Penitentiary Service to act in cases of emergency

Introduction. The officers working at the Russian Federal Penitentiary Service shall be ready to act in cases of emergency. The purpose of the research was to develop a model of forming in penitentiary officers readiness to act in cases of emergency and optimize the conditions of training penitentiary officers who are involved in special operations to terminate emergency. Materials and methods. To study the specifics of penitentiary officers’ readiness to act in cases of emergency (escapes, riots, hostage taking, terroristic acts) the relevant problems existing in the Russian Federal Penitentiary Institutions were analyzed. The results of unexpected inspections of institutions, the results of inspections, staff officers’ training and special tactical exercises were under study. Results and discussion. The paper deals with the main drawbacks revealed during inspections conducted at the Russian Federal Penitentiary Institutions relating to readiness to act in cases of emergency. Some necessary competencies showing the readiness of the institution to act in cases of emergency are identified. The clusters where emergency will be suppressed are revealed. The authors define the levels of forming the officers’ readiness to act in cases of emergency: the first level involves officers’ individual readiness including knowledge, skills, abilities, setting to effectively complete the tasks in cases of emergency; the second level is the readiness of the administration to make reasonable decisions; the third level implies the preparedness of the territorial body of the Russian Federal Penitentiary Service to act in cases of emergency on the whole. The paper presents the forms, methods and principles of improving the level of readiness to act in cases of emergency, the Directorate of the Russian Federal Penitentiary Service taken as an example. Conclusions. The authors suggest the model of forming the readiness of the territorial body of the Russian Federal Penitentiary Service to act in cases of emergency, which will be helpful at the lessons of Special Tactics Training.
