Pedagogical designing of the professional development courses providing the achievement of modern education quality of additional education through the use of state and public management mechanism

The state's aim to achieve the modern quality of additional education determined the necessity to upgrade the system. Modernization of additional education of children is more effective when using state and public management. Leading role in ensuring the modernization process belongs to the system of professional development of teaching and managerial staff in the form of professional development courses, the main contents of which reveal the essential characteristics of the state and public management. The authors present a model of the educational system providing the achievement of modern education quality of additional education through the use of state and public management mechanism. The article describes the creation of this model, the initial theoretical approaches, structural components of the model which was implemented in the process of professional development courses for teaching and managerial staff of general and additional education organizations.
