Pension coverage of parents of large families: a comparative analysis of Soviet, Russian and international law

The research analyzes the rates of pension coverage for mothers of large families since their introduction in 1956 to the present. A historical analysis of this kind of social care makes it possible to identify the development trends in laws on pension coverage for multi-child women and propose ways to improve it. The paper examines the dynamics and results of the reform carried out to preserve the right to early pension benefits in case of socially significant circumstances. It is concluded that the situation with mothers of large families has deteriorated. The 2002 pension reform changed the length of service, introduced the individual pension factor, and preserved the 15-year required length of service. In the author’s opinion, the pension coverage has conflicted with Part 2, Article 55 of the Constitution of the Russian Federation codifying that in the Russian Federation, no laws shall be adopted that abrogate or derogate from human and citizen rights and freedoms.
