Land lease as a mechanism of municipal control action

Article is devoted a problem of realization of municipal control over the ground areas in cities. The analysis of powers of local governments of Kingdom of the Netherlands and Russia, concerning transfer of the ground areas to rent is carried out. Transfer of the ground area to rent to the tenant as possibility of realization by local government of control over development of the ground areas, their use and development is considered.
