Changes in the higher education management caused by the institutional determinants

The article deals with the current higher education management system in Russia. The author presents results of the survey of St. Petersburg higher school managers (2013/14 academic year), which has revealed two trends of the contemporary state educational policy, their analysis is given. It is noted that the institutional determinants are maldistributed, and there is too much attention to the control function of the management system. The author considers the problems associated with the inclusion of the Russian system of higher education in the social system of the country and bringing the management in accordance with the priority goals and objectives of the social development.
