Rethinking interdependence: cooperation systems of actors in the South Caucasus after the Second Nagorno-Karabakh war

The article considers the interaction of Russia and Turkey with the belligerents in the Second Nagorno-Karabakh War. Mutual shelling of the border territories of Azerbaijan and Armenia, as well as the refusal of the CSTO to provide military assistance to Yerevan, may raise doubts about the effectiveness of the peacemaking process in the region. In spite of this, the author points out the existence of interdependence in the actions of the conflict's key actors. Being regional powers in the South Caucasus, Russia and Turkey continued to cooperate in various areas within the framework of international regime. The experience of joint activities in the form of the Karabakh monitoring center could influence the allies' foreign policy and contribute to the possibility of new dialogues between the belligerents, expanding the areas of cooperation. As a result, the conditions of interdependence created enabled states to regulate the conflict at the negotiating table.
