Revision of the constitution of the Russian Federation - need for time

Recently the country has celebrated two dates significant for Russia: 100 years from the date of adoption of the first Constitution of Russia and the 25th anniversary of the latest Constitution of the modern Russian Federation. The essence of each of them is the reflection of the social and political processes happening at certain stages of development of Russia in the 20th century. The latest Constitution is the fifth. The question is if it is necessary to prepare for adoption of the new Constitution as life does not stand still, or other options are possible. At first glance the Constitution is the fundamental law of our state. It is allocated with two important characteristics: stability and dynamism. Stability presupposes the inviolability of the main provisions of the constitution. The dynamism assumes the introduction of amendments into the constitution. In all cases it should be combined with stability, without ignoring its existence. The article deals with the revisions of the Constitutions of the Russian Federation and conducts the comparative and legal analysis of foreign countries which have distinctive features of introductions of amendments and changes. The authors study the opinions of the Russian lawyers and scientists who studied the similar subjects. The paper offers their proposals for improvement register.
