Personal data as an object of administrative and legal regulation

Due to the development of information technologies, a large amount of information is being transferred to digital format. Many legal actions, for example, filing applications for state registration or divorce, registration of a driver's license, registration of real estate objects, are performed without the personal presence of the applicant by submitting documents through automated communication channels. The paper analyzes the essence of personal data within the framework of administrative and legal regulation. The requirements to be met by personal data, signs of personal data are given, legal, organizational and financial problems of legislative regulation are disclosed. In conclusion, an appeal to the experience of countries whose legislation developed according to a scenario different from the countries of the continental legal family is proposed.
