In the context of developing measures for the implementation of the “regulatory guillotine” in the higher education system, the state and prospects of accreditation of the main educational programs of higher education institutions are considered. It is noted that accreditation in the existing form imposes a significant burden on universities associated with excessive control measures. It is shown that she lost her role in controlling the quality of education and in many ways acquired a formal bureaucratic character. The proposals on the refusal of state accreditation and its replacement by professional and public accreditation, as well as on improving the system and practice of control and supervision in higher education are justified. Recommendations were made on improving the federal state standards of higher education due to a more adequate reflection in their content of requirements for the training of specialists.
