Prospects for using public-private partnership mechanisms for eastern Siberia regions integration

The aim of the study is to identify the prospects for using PPP mechanisms for interregional integration of the regions of Eastern Siberia. The study consists of two parts. The first part analyzes the level of PPP development in the regions of Eastern Siberia using comparative and statistical analysis methods. The data from the Rosinfra platform (rosinfra.ru) and the rating of regions by the level of PPP development compiled by the Ministry of Economic Development of the Russian Federation were used. The second part of the study identifies the main areas of integration of the regions of Eastern Siberia, potential investment projects, as well as the forms of PPP that are most suitable for their implementation. The following sources of information were used: investment portals of the constituent entities of the Russian Federation, the website of the Yenisei Siberia integrated project, materials of the National PPP Center and the regulatory framework. The methods of content analysis, comparative analysis and expert assessments were used. Economic integration of the regions of Eastern Siberia is a key condition for overcoming raw material dependence, efficient use of resource potential, elimination of socioeconomic disparities, increasing competitiveness and ensuring sustainable development of the macro-region. One of the promising tools of interregional integration are publicprivate partnership (PPP) mechanisms. The current level of PPP development in the regions of Eastern Siberia is analyzed, existing limitations are identified and the insufficient degree of use of these mechanisms is noted. The key problem of using PPP mechanisms for interregional integration is the shortage of investment projects prepared for implementation, which is largely due to the lack of a unified strategy for the socioeconomic development of the macro-region and clearly formulated integration areas. The creation of interregional clusters and strengthening of transport connectivity of the territory are proposed as priority areas of interregional cooperation. Potential investment projects and forms of public-private partnership are defined for each of the areas.
