Perspective shift from discretionary fiscal policy to the automatic policy in modern Russia

The article makes the case for strong replacement of discretionary financial regulators of the Russian economy. Their strategic defects are the susceptibility to prediction errors, time-lags and opportunism of political leaders. They should be replaced by the automatic regulators which are built-in stabilizers of the national economy. They allow to overcome an unaffordable slowness of politicians, their inability to reliably predict the future and their tendency to corruption.
