The prospects of lawmaking on labour rights and freedoms by the regions of the Russian Federation

The regions of the Russian Federation execute their granted right to advance the level of labour rights, freedoms and guarantees by making laws in three main areas: establishment of the legal status of regional institutions, advancement of labour law (regulation of work conditions), anticipatory regulation on establishing of labour rights. For example, the Khanty-Mansi and Yamal-Nenets Autonomous Districts adopted a law on job quotas for people with disabilities, in the Tyumen region a similar law was also issued, but with a much expanded list of persons entitled to job quota (graduates of educational institutions, orphans, children from single-parent families or families that lost their breadwinner, and others). In addition, the above-mentioned regions of Russia have adopted the legislative acts regulating relations in the social partnership sphere, in particular regarding the establishment and functioning of tripartite committees for the regulation of social and labor relations. The author notes a different development level of the labour legislation in the mentioned northern federal subjects of Russia (for instance, 14 articles of the law “On protection of labor in the Khanty-Mansi Autonomous District - Yugra" has already lost their effect) and determines the law-making prospects of the Russian Federation subjects in the sphere of labour rights and freedoms of citizens. It is an adjustment of the article 6 of the Labour Code of the Russian Federation, generalization and systematization of regulatory legal enactments of the Russian Federation subjects regarding the working conditions and labour safety, as well as subsequent development of the information function of the state labor inspections in the regions of the Russian Federation.
