Prospects for the development of import substitution policy in the Russian high-tech sector in the current economic conditions

The authors discuss the prospects for the development of a policy of import substitution of high-tech products in Russia in the context of the introduction of sanctions policy by third countries. The analysis is aimed at identifying opportunities and assessing the factors that contribute to the implementation of government measures in the field of development of analogues of imported products. The strategic initiatives of individual organizations in the direction of import substitution will also be considered. The results obtained through the analysis of the main characteristics of the high-tech sector, carried out using hypothetical-deductive, statistical, comparative and deductive methods of scientific research, can be used in the formation of a national import substitution policy, as well as in the development of measures to reduce the impact of sanctions. Currently, the main goal of the import substitution policy is to ensure the production of essential goods in the high-tech sector, as well as strategically important prod- - 74 -ucts for the development of the economy in a closed cycle. At the moment, the primary task should be not completely replace foreign products, but to reduce the share of such products in the final product. The authors note that there are several types of state support for the development of production in the high-tech sector: compensation for direct costs, modernization of production facilities, attraction of highly qualified personnel, investment and concessional lending, and others.
