The development of the cluster approach has led to the creation and development of associations of enterprises based on sectoral and territorial characteristics in different countries. A large number of industrial clusters have been created in Russia with significant financial capabilities, preferences and potential. As part of the development of a cluster approach for solving social policy problems, it is possible to supplement existing and newly created industrial clusters with a significant social component, which will lead to the development of not only industry, but also the social services.
