The features of water resources formation conditions of the two areas of the Arctic zone of North-East of Russia - Overpolar and Underpolar, the boundary between which passes along the Main Watershed of the Earth. More favorable conditions there are in the Underpolar region. In the Overpolar region a major role in feeding the rivers play underground water of seasonally thawed layer; in the Underpolar also involved and groundwater taliks (supra-permafrost and through) and sub-permafrost. The forecasted operational resources of groundwater has been to take equal to 10% of the total runoff. It was established that in the Overpolar region, those resources in natural conditions can be realized by underground water to the end of September. In Underpolar region the negative situation with their realization develops in the second half of the winter low level water in the valleys of mountain streams from the catchment area of 0,5-5 thousand. km2, and in the valleys of the streams from the catchment area of less than 0,5 thous. km 2 since the beginning of October. It is shown that for a sustainable water supply is necessary to apply the methods of artificially-regulation of natural groundwater resources.
