In the article the influence of primary material structure on the formation of informal institutionsis is shown. The mechanism of influence of such factors as geographic lands cape, climatic conditions on formation of deep mental attitudes, such as religion, traditions, customs, etc., has been described as well as on the formation and development of such informal institutions as property relations, individualism, distribution, spread of exchange operations, trust. It has been proved that the institutional matrix determines the influence on prevailing economic activities and receptivity of the economic system to one (e. g. market) and rejection the other (e. g. state regulation) principles of economic activities. The regional features of Mongolia and Buryatia's institutional matrix are revealed. The accounting of the revealed distinctive signs will improve policy on social and economic development of the region.
