After the promulgation of the Declaration of the Rights of the Peoples of Russia on November 3, 1917, the process of new territorial organization began in the territory of the former Russian Empire. The Soviet state and its government sought to realize the principles of equality and sovereignty of peoples declared by it as soon as possible. After the end of the Civil War, national-state formations were established, including the Buryat-Mongol ASSR, where the formation of state authorities and the drafting of the first Constitution began. The article, based on archival documents that have not been previously introduced into scientific circulation, for the first time examines the history of the development and adoption of the Constitution of the Buryat-Mongol ASSR in 1927. The article shows the key stages and problems of the development of the basic law of the Buryat-Mongol ASSR, the peculiarities of constitutional law-making of autonomous republics. The process of development, clarifications, discussions and adoption of the Constitution of the BMASSR lasted for 10 years, from the adoption of the constitutional project in 1927 at the III Congress of Soviets of the BMASSR, its subsequent conservation by the All-Russian Central Executive Committee and its final approval in 1937 at the VII Emergency Congress of Soviets.
