This article attempts to identify the influence of the German historical school of law (Savigny, Pukht, etc.) on the ideological content of the creative heritage of P.I. Novgorodtsev. In the process of criticism, the Russian philosopher forms a system of concepts and a special worldview that allowed him to create an original concept of natural law, which is based on liberal ideas of natural law, as well as the idea of the public good, which does not include eudemonic, utopian ideas, but the ideas of a social system based on the criteria of moral evaluation - justice.
