City budget planning by the Troitskosavskiy city administration in the year of 1922

The article analyzes the financial situation of the newly elected city authority on August 15, 1922 - Troitskosavskiy city administration. Due to the lack of fundamental works on the history of Troitskosavsk city after the October Revolution, the main gaps on the topic of city department management remain unknown. For the most in-depth research of the topic, it is necessary to refer to archival sources, periodicals of that time, as well as sources of private origin. In the article, a special focus is paid to finding a way out of the current difficult financial situation, caused by political and economic instability, which was greatly facilitated by the collection of documents of the State Archive of the Republic of Buryatia (SARB), dedicated to the period under study. The archive materials have provided an opportunity to determine a clear initial chronological boundary of the Troitskosavskiy city administration activity, which was not previously known to researchers. The materials also have helped, among other things, to establish the Troitskosavskiy city administration staff members, and allowed to recreate the most complete picture of the financial situation of the governing body in the city at the initial stages of its work. Studying the protocols, circulars and resolutions of the city administration has revealed the main problems that the authorities in the city had to solve in the prevailing difficult conditions. Due to archival sources, it has turned out to be possible to analyze the initially deficient city budget, identify the main sources of its replenishment, extremely unreliable in the economic conditions, measures to implement its revenue side, which happened to be ineffective and allowed to fulfill only part of the debt obligations and cover the urgent needs of the city.
