The advantage of a cogeneration and central heating as highest forms of the centralized heat supply does not raise any questions. An indispensable condition of production efficiency is sufficiency of thermal loads of combined heat and power plant. B.V. Yakovlev and P.V. Rotov's publications represent necessary base based on which the structure of the research has been defined. The algorithm of development planning of heat supply system of the settlement when strengthening thermal consumption is developed. The authors have also estimated advantages of increase in loading of the centralized heat supply system by definition of two options expenses difference: initial in which energy is purchased from the heat supplying company, and alternative in which fuel is bought for its burning in house furnaces. The sequence of calculation of the required investments is offered. The work presents the list of standard risks during the planning and implementation of the project of increase in loading of the centralized heat supply system including financial and economic risks; risks of management; social, technical and environmental risks. The research has shown that the most powerful factor influencing efficiency is the tariff size of the released thermal energy then change of energy cost most influences economic effect. The effect of additional consumers joining in Omsk will lead to economy of 16... 18 thousand rubles / year in comparison with heat supply according to the existing scheme.
