Planning of the personnel system of the state and municipal service

The article is devoted to theoretical, methodological and practical approaches to the study of the peculiarities of the training of state and municipal employees in the conditions of the current state and development of the economy in Russia. Planning is part of the personnel formation process - it will determine the need for specialists and the development of a vector of management decisions on ways to attract personnel from the internal and external environment. The author concludes that personnel planning is a procedure "out of time", it should take place constantly and be based on the real needs of the state body in qualified employees.
