The article presents the results of research on the use of ash and slag waste from Ulan-Ude thermal plant as a binder component for strengthening the foundations of road pavement structures on regional roads of the Republic of Buryatia. A pattern of an increase has been revealed in the compressive strength and frost resistance of ash-cement soil depending on the amount of binder, the proportion of components in mixture and age of hardening of specimens. It has been proven that use of ash as hydraulic additive allows not only to save Portland cement for construction of rigid bases of roads with required physical and mechanical characteristics, but also to increase performance indicators of asphalt concrete for road pavements and to increase time between repairs. All mixture compositions containing from 4 to 15 % Portland cement and from 8 to 19% ash and slag mixtures achieved minimum grade of reinforced soil (bearing base layer) for permanent and lightweight types of road pavement M40.
