Training Young Engineers to Achieve Technological Sovereignty

The article deals with the analysis of statistical data, identifies issues of education engineering graduates of higher and vocational education in the context of their quantitative and qualitative compliance with labor market requirements. The topicality is this issues demanding for restructuring the Russian economy on a new technological basis. Achieving this goal is complicated by the shortage of engineers and skilled workers and the lack of their actual competencies. The statistics show us no more than 20 % of university and colleges graduates find employment in industry. University graduates are usually employing in science, information and communications, while colleges graduates are usually employing in the service sector. One of the main reasons is the lack of competencies and qualified mentors for young workers and specialists, a way to solution of that problem is main subject of the research. On example of PJSC «Severstal» the author describes the model for identifying lack of competencies and the model for training the competencies of young specialists at an industrial enterprise, based on mentoring. Also the author searching and analyzes the actual competencies for an industrial enterprise based on WEF Skills Outlook. The obtained results can be used to improve the policy for personnel training to achieve technological sovereignty.
