The article reveals the problem of training inactive soldiers in educational institutions of higher education. As a result of the analysis, the author gives an interpretation of the concept of military vocational training. The article substantiates and defines psychological- pedagogical problems of military vocational training of students in university according to the programs for inactive soldiers. As a result of the consideration of this problem, the content and basic principles of military training are revealed on the basis of the analysis of scientific research and training practice. The article proposes the components of the content of future inactive soldiers' competencies
