This article is devoted to the training of leading personnel in the USSR. Based on the study of many materials, the main trends in the work of the state apparatus are determined, skills and competencies, procedures and methods for implementing personnel policy are analyzed. Also, the work describes the technologies of personnel work of the Soviet system of public administration, which can serve as an information basis for the reform and development of the public service system of the Kyrgyz Republic.
