Approaches to the formation of the IQ index of cities

Introduction. In today's highly urbanized world, it is becoming increasingly important to expand existing knowledge and tools in order to better understand the various factors that allow cities to increase their competitiveness, ensure their sustainability and improve the quality of life of the population through the introduction of digital technologies. Aim. This work is devoted to the study of the topic of “smart cities” and is a continuation of the article “Smart city: standards, problems, development prospects”, which examined the main interpretations of the concept of “smart city”, the most famous international and national standards, as well as the main problems of digitalization of urban economy in Russia. Materials and methods. The methods of comparative analysis of domestic and foreign methods to the formation of indicators of smart cities are used. Results. This article explores foreign approaches to the formation of the index of “intelligence” of cities, such as Cities in Motion Index (CIMI), International Institute for Management Development (IMD) Smart City Index 2019, Smart Cities Index EasyPark, etc. Also discussed in detail methodology for assessing the progress and effectiveness of digital transformation of urban economy in the Russian Federation (IQ cities), features of this methodology are given. The methodology for determining the level of urban IQ was developed by the Ministry of Construction, Housing and Utilities of the Russian Federation at the end of 2019 to determine the main areas and segments of digital transformation that have the greatest impact on the socio-economic status of urban households, priority areas of state support for the development of urban economy in the framework of implementation Smart City project, identifying current problems of Russian cities and their development prospects. At the end of the review, recommendations are given on increasing the average index of the efficiency of digital transformation of urban economy for the cities of the Chelyabinsk region. Conclusion. Based on the analysis of the methodology for assessing the progress and effectiveness of the digital transformation of urban economy in the Russian Federation, it is concluded that there are a number of problems in calculating the IQ index of cities, as well as the need to develop tools for the planned assessment of the IQ index of cities to develop appropriate management decisions at the regional and municipal levels.
