Approaches to formation classifier of permitted use

The approaches to the formation of lists of permitted use in the large cities of Russia. Given the characteristics of Russian law enforcement identified prospects adaptation of existing town planning regulations for residential areas to a new classifier, adopted in September, 2014. The main problems arising from the application of the classifier, and the ways of their solution.
